I wouldn't recommend just buying some $60 bulbs with a ballast. It will look pretty when you turn them on sitting at the parking lot with your friends but won't be functional for riding in the dark.
The real deal involves projectors, retro fitted into your OEM headlight housing. DIY might cost half the price but you gotta know what you're doing with electrics.
Once I got my car fixed up, full race gear ordered and my flight to Germany paid, I'll tackle the headlights, sending them in to SickHIDs.com where a professional will do everything, plug n play for around $700.
