97 zx6r starter clutch problem?

I picked up a zx6r on a trade, I'm doing a little a little exploring on it and was about to do a compression test and a leak down. I already know the valves look good so do the cams and the valve clearance is in spec the clutch feels good and it goes into each gear. I can turn over the crank via the ignition pickup and everything moves smoothly

Here's the problem when I jump the starter it spins, so does the idle gear, so does the one way clutch but the crank does not turn over? I'm pretty sure its the one way clutch not engaging but I'm just curious if any one has any other thoughts before I spent 90 on a new one
